Microsoft launched the long-awaited external access for Teams on Sept 11.This helps eliminate whether the problem lies on any third party add-ins. Click on Outlook contacts to verify your contact list and ensure all contacts have been successfully synced. The setting however is found in Teams, not in Outlook.
